Europaparlamentet och rådet ska ”besluta om åtgärder om ett gemensamt europeiskt asylsystem”. Med Europeiska kommissionens ord: ett ”verkligt sammanhängande, heltäckande och integrerat system” som ”säkra[r] tillgången till skydd för dem som behöver det”.

Tidsfristen sattes först till 2010. Sedan 2012. Tidsfristen för vad? För att ”slutföra den andra fasen i det gemensamma europeiska asylsystemet”. Just så: den andra fasen.

”[This] is central to the proper understanding of the ambitious project of effectively establishing a common system, which guarantees to persons in need of international protection access to a high level of protection under equivalent conditions in all Member States. Based on the work undertaken up until now, it would not be realistic to expect that the second phase will achieve this fundamental objective, i.e. it will not ‘complete the system’ as such; to do so will require additional ‘phases’ beyond 2012.”

Vi är nu i slutet av den andra fasen: ”tänkbara kompromisser håller på att mejslas ut”. Men byggandet av det gemensamma europeiska asylsystemet är långt ifrån avslutat.
